The third of four children, Vern was born June 28, 1923, to his parents, August and Meta Wegner, on their farm in Cameron. Vern attended the one-room schoolhouse in Cameron before attending Kendrick High School, where he graduated in 1940. He enrolled at the Spokane Telegraph School and then worked for the Signal Corps at Geiger Field, repairing aircraft radio equipment. After the war erupted, he enlisted with the U.S. Navy as a radio technician. He served aboard the submarine tender USS Proteus. Following the war, Vern attended the University of Idaho. Deciding he did not want to live in cities, he returned to the farm in Cameron to farm and raise cattle with his brother Wayne.
Vern was on a tour of the Orient where he sponsored a girl through Compassion International when he met Ruth Ann Rosenberger. They were married June 2, 1973, at Takoma Park Baptist Church in Washington, D.C. They went on to adopt four children. In addition to being a loving husband and father, Vern continued farming until his retirement in 1985.
Vern was an active member of Cameron Lutheran Church. He was confirmed in 1937. Later in life he served as financial secretary for many years and continued to attend services up to the weeks before his passing. Vern enjoyed traveling and sightseeing. He took numerous trips throughout his life, seeing all parts of the country, but loved the farm and always looked forward to going home.
